Carryforward budget amendments are not displaying in Life column for multiyear funds that budget annually

The carry forward amount is essentially moving money from the prior year to the current year to cover the encumbrance that carried forward based on your carry forward method. If this was included, it would overinflate your Approved Revised LTD budget amount.

Only 'approved' appropriations show in the life the column. Where a carryforward budget amendment is not approved but covers the encumbrance that moves forward to the new year the carryforward budget amendment should not be included in the Life column.
