Resolution
  1. In Inventory Transactions (Enterprise ERP > Financials > Inventory Management > Inventory Transactions), click Transfers
  2. Click Define
  3. Complete the fields and click Accept
  4. Click Post

Location that quantity is being transferred to needs to already have been added to the item record
