FTE (Quantity) field is rounded to two decimal places in Next Year Budget Entry and Central Budget Entry

The FTE% is allowed four decimal places in Payroll (Salary and Benefits Projections), but when posted to GL it is rounded to two decimal spaces.

This causes inaccuracies in reporting, specifically for sites using cubes
