New functionality

This is a new warning message to instruction users to refrain from clicking the cancel option on the corresponding screens. Clicking cancel will result in the need for a Support ticket to be entered as Disbursements will be marked with a check number of zero. 

This is only a warning message that users have to review. Once reviewed, the Cash Out process can continue. However, clicking Cancel from this point on will result in a Support Ticket needed to correct data.
