Update bill accounts not affecting bill lines with a credit balance

When updating bill accounts within the Charges program, bill lines that have a credit balance are not updated.

Update bill accounts skips credit balances.

Development has modified the Update Bill Accounts option in the Charge Codes program to update all bills with the charge code regardless of the balance on the bill.
