Web payments import uses todays date for the interest effective date

After importing web payments, bills are left with a small unpaid balance.

The web payments import is using todays date as the interest effective date.

For sites that calculate daily interest, the system calculates additional interest because the effective date is not the same as the day the payment was processed. When more interest is paid, the principle is left unpaid.
