Walk Up Issue should be defaulting GL account from Project String

Walk Up issue returns an error when entering in a Project String where the default expense account does not match to the Project String's default account : GL account entered does not match the default GL account on Project String XXXX

This is intended functionality. If the user's permission does not allow override of a project account's default GL account, then the correct GL account for the PL string must be passed with the project string.
