When the report from/to range only includes one fiscal year you cannot update the budget year outside of the from/to year defined

If the report is run where the from/to range includes two fiscal years, if you enter the NSFY funds current year as the budget year the original budget is not included

If the report is run where the from/to range includes two fiscal years, if you enter the NSFY funds prior year as the budget year the original budget is included
