NM Retirement Period Record export not importing all lines

Why is period record import excluding added lines?

Employee already has a record with the wage code.

1. Access the Period Records

2. Select Export Data 

3. Add the corrections to the existing record for the correct wage code

4. Select Import Data

Reporting agency does not allow two lines with the same Wage Code.
