Description of Issue

Citizens get an error when processing payments in citizen self service.

Error Message: A payment record was unable to be saved to MUNIS - Error message: Miscellaneous charge code not found

Cause

CSS utilizes a misc. cash receipt to apply global convenience fees to CSS payments. Misc. cash charges are tied to the current default fiscal year and if not copied forward when the new fiscal year is opened, the system will error when attempting to create the payment.
