SA Cash Transfers ignoring GL permission to Allow transactions in periods prior to the defualt

• Cash Transfers will produce an invalid error when GL permissions allow transactions in periods prior to the default is set to 1 and the GL default period is 12
• Effective date must be within the specified year and period
