Add Account is not available in Central Budget Entry

User has permission to modify budget projections but the Add Account button is grayed out in Central Budget Entry

When a users have "Projection detail access only" selected in their budget role the Add Account is not available

Work ticket MUN-415831 is open with development to address the issue

Next Year Budget Entry can be used to add accounts to the budget projection as a work around

Delete Account is also not available when "Projection detail access only" is selected and the user has delete defined in their Projection access type permission
