From the Tyler Menu navigate to

1. Property Revenues > Utility Billing > Setup > Utility Billing Miscellaneous Codes
2. Add 
3. Code Type > WKOR-Service Order Reason Code
4. Enter Code, Description, Short desc
5. Accept
