Can't Add Purchasing Departments

When trying to add a Purchasing Department in Munis you get an error message:

rqdepartio_insert: execute insert_redepart 1061

Clicking OK produces another error message:

Unable to rollback a database transaction, status -6372 ISAM 0

Additional information concerning a status error of -6372:

General SQL error, check SQLCA.SQLERRD2

The Munis database does not have an owner set in SQL
