Cause

In this scenario a user might look to create a 0% interest rate on a General Billing Loan and Munis will not allow you to just enter 0.

Resolution

Users can enter 0.000100 in the interest rate field and this will allow a 0% interest rate Loan. If anything smaller than this is entered, Munis will return a $0 payment amount on the Loan which will not a be a loan users can take payments on.
