Invalid unbalanced message when using Secondary Balancing and budget permissions set to balance by segment

Invalid unbalanced warning when site is using Secondary Balancing and budget permissions set to balance by segment. Segment before the “Balancing Segment” is different for the accounts.

• No error occurs in Accounting Entries
• No error occurs if segment prior to the balancing segment is the same on the accounts
• Happens for Type 1 and Type 2 amendments

• Budget Transfers and Amendments
