Attachment icon paperclip not available in Purchase Order Receiving when opened from another program

When entering a Purchase Order on an Invoice, the Receiving folder becomes active.
You can click on this Receiving folder, click accept on a receiving record, and it will bring you to Purchase Order Receiving.

When you call into the Purchase Order Receiving program this way, rather than opening the Receiving program normally, the TCM Paperclip attachment icon is greyed out, so you cannot access the TCM attachments.

This same issue also occurs when calling into Purchase Order Receiving from Purchase Order Change Orders and Purchase Order Inquiry.
