No option available to populate LY3 Expense Transfer Out amounts when exporting to excel from Project Inquiry

A known defect is causing the lack of an LY3 Expense Transfer Out option to display when exporting to excel from Project Inquiry

Master work ticket, MUN-415129, was created and sent to development for review and fix.

Users can export the required data by clicking on Expense in the Munis ribbon from Project Inquiry and exporting the required data from there.
