Account Field Help in Contract Progress Payments shows all accounts rather than only Contract Accounts

When using an Encumbered Accounts Contract in Contract Progress Payments, clicking the Field Help in the Allocation area to choose an account shows all allocations, rather than just the Contract's Accounts.
