Charge Codes Bill Accounts Update Failed for any charge

In this scenario the Bill Accounts Update process will report the following error. Process failed. Couldn't create an adjustment. Support is currently working on identifying on if this issue is data related or potentially a program defect. 

This issue is currently being researched by Accounts Receivable Development under MUN-413200.

The short-term fix will be to:

1. Ensure that the Adjustment Batches are Voided when the user opts not to create the Adjustments.
2. Add a Post button so that existing Approved Batches can be Posted.
