Description of Issue

Vendor's Purchasing Delivery method is Email.
Requisition is created. Requisition Line 1 has the correct delivery method.
Line 2, which is the auto-generated Use Tax line, has Print and Email selected, and it cannot be updated and changes because it's a Use Tax line.
