EFT Enrollments does not display expected results when EFT Enrollments is launched

User is expecting all citizens that have signed up for EFT payments to display when launching the EFT Enrollments program but not all records are displaying

To reduce load times when launching the EFT Enrollments program the program first loads only records where there is a discrepancy between the EFT Enrollments program and Customer EFT Data. 

To view a full list of citizens users can click on Search and Accept which will then populate EFT Enrollments with all customers that have completed the process of signing up for EFT payments through CSS
