YTD budget report not recognizing past transaction type 5 GCR journals

Description of Issue

Period YTD reports are incorrect however when we run Period 13 the accounts are correct.

Cause

Previously posted GRC, GEN or GRV journals have transaction type 5 budget lines that are not listed as BUA.

Work ticket MUN-374295 was written to address the issue.
