Quarterly 941 report totals do not match corresponding Quarterly Accumulator Totals

When running the Quarterly 941 report, the total Gross and Withholdings for FIT are different from the totals for the corresponding Quarterly Accumulator.

A limited Location range was entered on the Quarterly 941 report definition, but all Locations should be included

1. Navigate to Payroll>Payroll Reports>Government Reports>Quarterly 941 Report.
2. Click Define.
3. TAB to enter correct Quarter and Year.
4. TAB to Location. 
   1. Define as blank to ZZZZ. 
5. Click Accept.
6. Click PDF.
