Execute lock txprelim failed status 100 error in Create Preliminary Taxes

When running the Generate step for Preliminary Taxes in the Create Preliminary Taxes program, the error Execute lock_txprelim (1) failed - status: 100 is received. This error halts the Generate step and it does not finish. 

• MA Tax 
• Preliminary Bill Run 
• Create Preliminary Taxes (txmkprlm)

This error has many potential causes. A known cause is that there is a parcel with no associated charges, which is an invalid data condition. 

Development is considering adding improved error messaging for this issue. 

Until then, please contact Northeast Tax Support for assistance identifying the offending records. 

Once the offending records are identified, the correct charges must be added to the parcels. That can be accomplished by following the steps outlined here: Add Charges to a Parcel
