When define a percentage in Employee Amt/Pct in Employee Deductions, that percentage is calculated on the withholding. Then that is added to the withholding taken in the payroll. For instance, if the normal FIT withholding would be $100.00, and user defined 5%, the withholding taken in the payroll would be $105.00, ((100 + (100 * 5%)).
