Description of Issue

Not to exceed contract is posted with a 2023 line. Contract does not have retainage. Enter a 2023 CPP against this contract and attempt to release and convert to invoice.

Inner Exception: Cannot insert the value NULL into column 'RetainageAmount', table 'muntrain20217.dbo.ProgressPaymentAllocations'; column does not allow nulls. UPDATE fails.
