Do I need to have all batches closed before updating test or production

As a general rule, it is not a requirement to post all transactions prior to the upgrade. Best practice is to post when possible to facilitate side-by-side testing and upgrade verification.
All pending Personnel Actions must be posted prior to upgrading Munis if upgrading from a version below 2018.1.
The upgrade checklists in the Upgrade Resource Center on Tyler Community will outline any posting requirements or recommendations.

Additional Information

You may find it easier to validate the upgrade or parallel system testing if transactions are closed.
