Description of Issue

EDD rejected the XML submission file for reporting employees with no earnings or withholdings to report.

Cause

The program is setting both PIT Wages to 0 if the Status in Employee Master is P.

Resolution

Install MUN-436776 when available. 

Work around: 

Change Employee Master Status to A, run the report, and then change Employee Master Status back to P.

PIT Wage amount displays correctly on Proof report but reports as zero in the XML file
