Description of Issue
When merging budget projections the a FORMS Statement error generates
Program stopped at 'bgrollmg.4gl',line number XXXX.
FORMS statement error number -6327.
Internal error in the run time library file SqlUtils.c(159):tail != NULL.

Roll/Factor/Merge Projection
Cause
The error occurs when merging projections where one of the projections contains detail records where the Justification is blank
Resolution
Work ticket MUN-436940 is open with development to address the issue
