Boat excise export file doubling expected interest amounts

The Create Export File program in Boat Excise is showing double the interest that is expected.

Interest is doubling on exported Boat Excise records that contain a demand fee.

The calculation of interest is being done twice when a bill with a demand fee is encountered in the program logic.

Tax development has opened MUN-433085 to correct this issue. There is no workaround beyond installing the update.
