Purchase Order Change Order Workflow completed email shows Buyer Id instead of user who created the Change Order

If POM is selected on the Workflow Completed tab of Workflow Settings, the corresponding email that gets sent from the system states that the 'Buyer' listed on the PO initiated the Change order rather than the user who entered the change order
