Cannot release Contract - Contract does not meet Line Item requirements

Trying to release a Contract in Contract Entry, and receiving the message, 

Contract does not meet Line Item requirements.
A Line Item selection of Contract requires at least one 
item prior to release.

Release has been canceled.

Unknown functionality regarding Contract Line Items

In Purchasing Plus, Contracts have a Line Items field on the top left of the screen. If this is set to Contract, it means the Contract needs an Item listed on the Items tab. If this was a mistake, the Line Items value should be set to None.
