Bill Inquiry not showing attachment number until you go into attachments and come back out

Description of Issue

When in Bill Inquiry, the attachment number is not showing.

Cause

Development is currently researching this. 

Resolution

The workaround is to click into Attachments and then close Attachments and the number will appear.
