Description of Issue

Inventory fields are required on fuel types, but we do not track fuel in inventory

Resolution

Install MUN-481380 for 2021.12.0.558 to remove the inventory requirement from fuel types

Workaround:  Enter a dummy inventory item and populate the fuel card field on the import to make it point to Supplies instead of Inventory
