Multiyear life funds typically have the prior year available roll forward to the next years original budget, this roll already takes into account the budget that was posted in the prior year that was to offset the encumbrances. 

Multiyear life funds should never have carryforward Budget amendments.

Having a carryforward budget amendment would overstate the budget for the account(s)
