There is no global setting within Self Service to mass-disable all accounts or block users' access indefinitely. However, putting self service into Maintenance mode for an extended period will effectively accomplish this task. Users will still be able to access the self service homepages, but there will be no button to login.
Log into self service Hosting site using your datacenter credentials
Click Edit on the client configuration page
Select Scheduled Maintenance from the left menu
Click Add New
Select SystemDown from the Item Type Dropdown
Select Non-Recurring
Enter the desired start date and time and add an end date and time in the distant future (i.e. schedule end date several years in the future). Scheduled Maintenance can not be enabled without an end date added.
Add desired text to the Message field. This message is what users will see when they navigate to the self service homepage with Maintenance Mode enabled.
