Can OK TRS Opted Out be automated so these records Generate instead of being created manually

I'm wondering if a procedure to generate the opt-out records could be created?  We attach an opt-out deduction code to each employee who chooses that option. 

• Payroll
• Oklahoma
• OK TRS Report

Before we can automate, we need a consensus on tracking in Munis.
