Description of Issue
When moving time from vendor import into payroll, some rates incorrect when moved into the payroll

Cause
Rates not correct for employees who moved to new position in the same Job Class code
Resolution
Issue resolved in Munis service pack v2018.1.28 and higher on work ticket MUN-401978.
