Accrued Contributions Incorrect when Generating for Previous Year in OH STRS Annual Report

Description of Issue

Accrued contributions are incorrect in the OH STRS Annual Report when the previous year is re-Generated.

Cause
  • The accrued contributions are the amount of contributions due on salary that has been earned as of 6/30, but that have not yet been paid.
  • In order to calculate the accrued contribution amount, the OH STRS Annual Report needs to know the dollar amount of salary not yet paid at that point in time.  That amount comes from the Remaining Pay and Remaining Salary field in Employee Job/Salary. 
  • The amount of salary yet to be paid at the end of the previous year has been paid at this point; The previous year Remaining Pay and Remaining Salary data no longer exists.
  • The only thing available to the STRS program is the current year Remaining Pay and Remaining Salary and that's why the numbers are wrong.
Resolution
  • Accrued contribution detail cannot be Generated by the program retroactively. 
  • If previous year data is available elsewhere, it could be added to the system using the Period Record Export/Import. 
  • Excel Cubes could assist in computing the necessary details, which could subsequently be imported. 
    • Accrued contribution amounts are calculated based on:  
      • The employee amount from the deduction and the number of pays received after 6/30, but earned prior, OR
      • The employee percent from the deduction and the amount of salary earned by 6/30, but paid after 6/30.
    • The Payroll Employee Cube holds earning and deduction history details.  It could be used to: 
      • Calculate the amounts, OR
      • Simply grab the contribution amounts from applicable deductions.
