Error adding deduction record

I am receiving the following error when attempting to add a new employee deduction record:

A deduction for this employee with a start date of 01/01/1900 overlaps the dates for this entry.

• Munis
• Employee Deductions

A record for this deduction record already exists where the new start date overlaps with the existing deduction record's start and end dates.

In Employee Deductions (Payroll>Employee Maintenance>Employee Deductions):

1. Search for the Employee and the Deduction, click All for the Search Period. Click Accept.
2. On the deduction record click Update and define a valid End Date
3. Click Add and enter the deduction with a Start Date one day after the defined End Date

If this is a new employee with no history:

1. Search for the Employee, click All for the Search Period. Click Accept. 
2. On the deduction record, click Update and define a valid Start Date. Click Accept. 
3. Repeat step 2 for each new deduction the start date needs to be adjusted.
