Getting deductions error when process the Employee Update

I am getting an error and the Employee Update in the payroll will not complete

There are circular exceptions setup in Payroll Exceptions causing calculation errors

An example of a circular exception would be as follows.  In Payroll Exceptions, the Deduction Code is 7901, the Processing Code is 2 - No Deductions Are Exempted Except, and the Exclusion Range is 7600 - 7999.  Deduction 7901 falls within the range.  Cannot have a deduction exempted from itself.
