User is trying to use the Rebalance option in Rebalance Bills and Receipts screen.

Cause
The Rebalance option that was present in 11.3, is no longer available in versions 2019 and higher.
Resolution
This program is no longer applicable in the 2019.1 environment with the new AR table structure changes. Further, there isn't any program created to be run in this manner for v2019+ as there are measures in place to help alleviate the issue as it presented in prior versions.
