Resolution

In Payroll Control Settings, there is an option for ESS ACCRUALS - FORCE ACCRUAL LIMIT, if the Value is set to Y - YES, then the projected available balance in ESS is calculated as LIMIT - USED YTD + SOY from the Employee Accruals Record.
