Remove the ability to Delete in Personnel Actions Entry

End user has the ability to Delete within Personnel Actions Entry and should not.

1.  Navigate to EERP>System Administration>Security>Roles
2.  Search on the role you wish to edit
3.  Click on the HR Management / Payroll button
4.  Ensure that "Allow personnel actions to be deleted at or below status" is set to "None".
