Description of Issue

When releasing Requisitions to workflow error populates wfnxtpe3 Error scheduling time limit job: Scheduled job not created - scheduling not enabled for this database

Context

Cause

Workflow had an alternative approver added to the rule.  Scheduler is not setup and cannot process this. 

Resolution

Remove alternative approver from the rule and release.
