Maryland Tax Bills unable to update Held Interest

Unable to remove Held Interest through the MD Tax Bills program. 

Unable to remove Held interest through the Forgive Interest program for Maryland Sites.

The Forgive Interest has never had the ability to remove Held Interest from Maryland Semiannual Bills. 

After 2017.1, the RE Tax Bills program is not recognizing Held Interest.
