Is it possible to rotate a DocOrigin or Enterprise forms template and have it print upside down

The best way for forms to be rotated 180 degrees would be to rotate the output of the physical printer that is printing out the forms. If assistance is needed in enabling this option on the printer, your best resource would be your local IT or the printer vendor for the printer in question
