Unable to enter filings for Business Licenses in CSS when the account status is Hold

Getting an error message in CSS when clicking on Enter Filing for a Business License with a status of Hold.

500 - Internal server error.
There is a problem with the resource you are looking for, and it cannot be displayed.

BL records that are in Hold status cannot have filings entered. The error is deliberate in order to prevent this from occurring.

Development is currently researching the issue to determine if error messaging can be improved.
