Error accessing Retro Pay Processing - Parameter settings do not allow you to access to this program

We are testing Retro Processing for Version 2019.1 in Train and are getting an error. 

Munis (prretrop)

Parameter settings do not allow you to access to this program. 

• Munis Version 2018.1 and higher
• Payroll
• Retro Pay Processing 

Retro Pay Processing control setting was set to N.

1. Go to Payroll Control Settings. (Payroll>Payroll Setup>Payroll Control Settings)
2. Locate and click on the setting for General - Enable Retro Pay Processing by Effective Date. Click Accept.
3. Click Update. Change the Value field to Y. Click Accept.
